The altos sing the melody in this one, and the sopranos and men are church bells. Apparently Rachmaninov was very taken with bells.
It means:
Glory to God in the highest, and on earth peace, goodwill toward men. O Lord, open Thou my lips and my mouth shall show forth Thy praise.
